Solution

 The excerpt shows that the couple attempted robbery out of revenge and frustration. The wife was killed in a shooting encounter and the husband was arrested by Deputy Sheriff Fairplay. As per the introduction, Fairplay is also Francesca's last name and her father is a cop-turned-politician. Which means, he was the arresting officer and is likely now in a position of authority and influence as a politician. It is being demanded that Carl Capital be released in exchange for the arresting officer's daughter. The Capitals' son, who went into foster care after the incident, will likely now be of college-going age.
