Before his passing, the eccentric Mr. Whisper bequeathed his estate and belongings to his only surviving family member, Billy, the grandson of his older sister. However, Mr. Whisper, in his eccentricity, concealed his will within the manor. Can you join Billy on a journey to Whisper Manor and assist him in unraveling the clues and uncovering the whereabouts of Mr. Whisper's elusive will?

Inside, he discovers a vial labeled "First Quarter" and a locked cabinet accompanied by a note reading, "The cabinet unlocks only at a specific time soon after a day starts before locking back up until the same time next day. You’ve got only one try to change the time or it locks up for a whole week." Positioned above the cabinet is a clock.
Can you assist Billy in determining the precise time to set on the clock to unlock the cabinet?
